What is its purpose?

This monitoring indicator measures how many government committees/ groups/ representatives have been technically assisted by the project and and are actively working to create, strengthen, or implement policies that combat TIP. With the objective to support government committees/ representatives to combat TIP, the project must plan many activities to work with this group (training, coaching, advising, etc.).

How to Collect and Analyse the Required Data

Calculation Method:

Count the number of assisted government committees/ representatives who are actively creating, strengthening, or implementing CTIP policies. 

 

Data Collection:

Interview the individual government representatives. It is recommended that the project should interview multiple representatives assisted by the project.

 

For example, you could ask:

Q1: How has the committee/group taken action to combat TIP as a result of the project's assistance during the last reporting period?

 

Q2: What other project’s assistance do you need in order to help you work toward combating TIP?

… (record the response to ensure the right support is being provided and can feed back into planning).

Disaggregate by

  • Level of Government/ Administrative Division: National, Provincial, District officials.
  • Types of Assistance Received from the Project: Training, Advising, Funds, Organizational or Logistical Support, etc.
  • Type of Action: Revising Legislation Policy and Laws, Organize a Training/ Event on TIP, Drafting Policy/ Guidelines on Combating TIP, etc.

Important Comments

To Consider:

Depending on the aim of the project, this indicator can be used to can be used to capture all newly established groups by establishing an aggregate OR, it can also be used to monitor active engagement. If used in this manner, established targets may remain the same every reporting period. Although this indicator is quantitative measurement, it is important to collect qualitative data on types of assistance received from the project; types of action made; and why those who have not taken action could not do so or what type of support would best facilitate action.

 

Definitions:

Technically Assisted is the target group that was trained, technically supported, advised or guided by the project.

 

Government Committees/ Groups are government officials/ workers involved in anti-trafficking committees or initiatives. These groups have varying forms – committees, working groups, units, etc.

 

Taking Action to Combat TIP includes but not limited to creating or revising legislation, policy, and laws; implementing policies and laws; increasing or creating budgets; conducting public awareness activities; and developing or providing assistance or referral programs to survivors.
