What is its purpose?

This indicator refers to the percentage of targeted high-risk populations who obtain employment (including self-employment) opportunities (part-time or full-time) with the project’s assistance. This indicator is useful if the livelihood project is focusing on self-employment or employment in an industry, as opposed to other types of livelihood projects that focus on productivity or side projects to increase income.

How to Collect and Analyse the Required Data

Calculation Method:

  • Numerator: Number of targeted, high-risk persons who have been employed (with the assistance of the project)
  • Denominator: A total number of targeted high-risk persons in the project sites
  • Percentage = Numerator/ Denominator × 100

Data Collection:

A follow up survey should be done with those who participated in the intervention to see if they were able to find or start their own employment.

Possible survey questions and possible answers:


Q1: Have you found a job/ have regular work?

a. Yes, the respondent gained employment.

b. No, the respondent did NOT gain employment.


Q2. Are you employed by someone else or self-employed?

a. Employed by others (go to Q3)

b. Self-employed (go to Q4)


Q3: How did you find this job?

…... (record the answer to check if the respondent had the assistance from the project to find their employment or not).


Q4: Do you feel that you were able to obtain this employment because of the program? (optional)

a. Yes, it’s because of the project.

b. No, it's NOT because of the project.


Disaggregate by

  • Gender
  • Age Group
  • Type of Job: Part-time, Full-time
  • Salary Level
  • Type of Jobs: Employed, Self-employed
  • Length of Employment: Permanent, Seasonal

Note: You can choose any number of ways to disaggregate data if useful for your project, for example GESI-related disaggregation (disability, ethnicity, etc.). Disaggregated data can help the project to understand which groups may face the highest risk.

Important Comments


Target Population is the group of people identified as in need of the targeted campaign. For example, if a particular part of a country experiences a high rate of human trafficking, you may wish to target this community. (Note: Different language can be used such as vulnerable population, trafficking survivors, or at-risk group. However, the meaning should remains the same).


Livelihood Program is the activity that aims to reduce poverty and inequality by generating employment among poor households and by moving highly vulnerable households into sustainable livelihoods and toward economic stability. Livelihood programs can include skills development, skills upgradation, training, entrepreneurship skills development, product development and marketing, technology appropriation, and employment.


Employment is a state of having paid work, including self-employment. The employment gained should be a result of the assistance from the project, including job placement.


Note: This indicator has a limited focus on job placement and self-employment.
